Journal of Law and Cyber Warfare

The journal addresses a subject that sits awkwardly between disciplines: the existing law of armed conflict was drafted for kinetic operations with visible attribution, while network operations are frequently deniable, non-destructive, and conducted by parties who are not states. The journal publishes work that takes that mismatch seriously rather than assuming it away.

Contributions come from academics, serving and former government lawyers, and practitioners advising on incident response and cross-border investigations. That mix is deliberate: the doctrinal questions and the operational ones inform each other, and treating them separately tends to produce scholarship that practitioners cannot use and practice that has no defensible legal basis.

Articles are archived for citation and reference, so that analysis published in response to a particular incident remains retrievable once that incident has become precedent.
